ARCH-2: add Aspire AppHost + ServiceDefaults (Aspire 13.4.2)

Browse Source 
- New projects GerbilManager.AppHost / GerbilManager.ServiceDefaults (templates)
- Added both to GerbilManager.slnx
- WebAPI references ServiceDefaults; AddServiceDefaults + MapDefaultEndpoints wired
